American chip Vietnam is difficult to build: expansion is shelved, there are many problems!

Dec04
The US chip plan for Vietnam will not be able to become a half and a half.
The US diplomat website has recently reported that American chip manufacturer Intel has put on hold on the expansion plan for the Vietnamese project. It is reported that the plan could have doubled its production scale in Vietnam.
US media believes that this is a major settlement for the ambitions of the development of the chip industry in Vietnam.

As for the reason for the shelving, Reuters revealed that Intel was concerned about the stability and excessive bureaucracy of Vietnam's power supply.

Earlier on September 10, US President Biden arrived in Hanoi, Vietnam's capital. On the same day, the White House issued a statement saying that the United States and Vietnam raised the relationship between the two countries into a comprehensive strategic partnership and established a new semiconductor partnership. The two countries will launch a comprehensive labor development plan in Vietnam to jointly develop practical teaching laboratories and training courses for semiconductor assembly, testing and packaging. The U.S. government will also provide an initial seed fund of $ 2 million (about RMB 14.58 million).

At that time, the United States stated that it would make every effort to improve Vietnam's chip production capacity. But now it seems that in order to let the Vietnamese factory really create a chip that the United States needs, there is a long way to go.

Major setback
As an important manufacturing country in the world, Vietnam does not meet its current position in the global chip industry.
From the perspective of global supply chain, Vietnam is mainly concentrated in the back -end manufacturing phase of the supply chain, that is, the assembly, testing and packaging of the chip.

Intel's chip assembly, packaging and testing factories in Ho Chi Minh City
Vietnam has Intel's largest semiconductor packaging and testing factories in the world, and has also been stationed at several chip design software companies. However, the chip of the Vietnamese plant is mainly based on foundry, and its profits are relatively low. After leaving the investment of foreign companies, Vietnam could hardly produce any semiconductor independently.

In other words, there is no real chip factory in Vietnam.
Since the beginning of this year, the Vietnamese government has been offensive to global chip manufacturers, hoping to build its own first chip factory. Vietnamese media also said that it is expected to be a Southeast Asian "chip hub country" with semiconductor manufacturing and exports.

The US government and enterprises have given time response to Vietnam's ambitions.
In February, according to Reuters, Intel considered to invest as much as $ 1 billion in Vietnam to expand its Vietnamese plant. During the visit to Vietnam, Biden announced an agreement to support the Vietnamese chip industry, which further enhanced the importance of the plan. The United States said that Vietnam can be the "key participant" of the global semiconductor supply chain.

In October, under the promotion of the two governments of the United States and Vietnam, a number of American chip companies participated in related talks. The negotiation goal was to build the first chip factory in Vietnam. The initial plan was to produce less advanced chips and supply the car or telecommunications industry.
But in November, Vietnam's ambition was splashed with cold water.

At present, Intel has decided to abandon its expansion plan in Vietnam. According to the media, this decision was even made shortly after the visit to Vietnam in September. U.S. officials have been conveyed to "some businessmen and experts" in advance.
Reuters quoted sources as saying that the reason for giving up was Intel's concerns about "stable power supply and serious bureaucracy."

Intel Vietnamese factory
Intel's concerns are unreasonable, Vietnam's power network is indeed not matched with its development.
After June of this year, the hot weather caused Vietnam to implement power limit. The consequences were the forced stop working in the industrial park where Foxconn and Samsung were located. And the bureaucracy's prosperity is also the "boss difficulty" problem that foreign companies complained all year round.
"Japan Economic News" also pointed out that the upgrading of Vietnam's industry has been troubled by many problems such as bureaucracy and power outage.

The problems that Vietnam needs to solve is more than that. Vice President of the American chip design company SynopSys believes that the cost of building chip factories in Vietnam is facing too much cost. "The cost of building a chip factory in Vietnam may be as high as 50 billion US dollars, which is a great financial pressure for the Vietnamese government. In the future, it will also compete with China, the United States, South Korea, and the European Union in terms of subsidy policy. "

Cheng also exports, and the defeat is also exported
Vietnam's economy once increased rapidly. Especially in 2022, with the exit of strong recovery, Vietnam GDP growth reached an amazing 8.02%, which is also Vietnam's fastest growth rate since 1997.
But Cheng also exported, defeat also exported.

Entering 2023, affected by the severe international environment and weak global demand, Vietnam exports, especially electronic equipment products, have fallen sharply, and the number of manufacturing output, orders and employment are declining. Working hours.

According to the latest statistics from the Vietnamese Customs Administration, in the first half of 2023, Vietnam's export value of goods was approximately US $ 164.45 billion, a year -on -year decrease of 12.1%.
Coupled with the downturn in the real estate market, it affects other industries including steel. "It is unlikely to recover within 2023," a person in the steel industry believes that about 80%of Vietnamese steel demand is used for construction, but key building demand is still decreasing.

In the first half of 2023, Vietnam's economic growth rate was only 3.7%, which was far lower than the goals of at least 6.2%of the previous half of the first half of the year. The data in the third quarter was not ideal. On September 29, the actual domestic product (GDP) growth rate in July to September 2023 announced by Vietnam was 5.33%year-on-year.

As the Vietnamese government officially recognized, it is almost impossible to achieve the annual growth goal of 6.5%-7.0%.
For Vietnam, too dependence on exports is the pain point of its development. In addition, Vietnam's manufacturing industry is still in a relatively low -end part of the global supply chain link, and it cannot provide a complete supply chain supporting system.

Because of this, Vietnam is very eager to improve its status in the global value chain by turning to semiconductor manufacturing, get rid of the current relatively cheap labor model, and achieve economic modernization.

"By 2030, Vietnam is expected to become an important chip production base in ASEAN and East Asia, and in -depth participation in the global production chain and supply chain." Yuetong News Agency said. Ruan Jun, the former Minister of Science and Technology and Chairman of the Automation Association, also said that relations with the United States and Vietnam have been promoted to a comprehensive strategic partnership, which is a favorable condition for the development of the Vietnamese chip industry.
Can the United States still facing a certain risk of economic recession really help Vietnam to achieve this leap?
